Follow the link on the page (http://www.khmeros.info/drupal612/node/3169) and download the program. Run the program and select the file you want to convert (and select ABC as the font), everything should work fine. Let me know if you have any trouble.

Thank you for your comment – yes Khmer Unicode is still not supported by every program, which causes many problems for compatibility. We are working to make more and more programs able to use Khmer Unicode, so if you have certain programs you would like to see work, let us know, and also let the creators of that program know you would like Khmer Unicode compatibility.

I wonder if any available application that convert excel file that contain limon font to unicode.
PAN Cambodia created such an addon for Word 2003, I am not sure if it worked in Excel. But you must have an older version of Windows as well (XP if I remember correctly). You can try it here (it comes with their old spelling checker as well): https://sbbic.org/2010/05/27/pan-khmer-spell-checker/
